China Fails Energy Saving Targets in 2011: Official

February 2, China may have failed to meet its energy saving targets last year, according to a senior government official.

In 2011, the nation’s energy consumption per unit of gross domestic product may have declined around 3%, while the full-year target was 3.5%, Xie Zhenhua, Vice Director of China's National Development and Reform Commission, said at a forum before the Spring Festival.

China is facing more pressure in maintaining economic growth this year, so the task of cutting energy consumed in producing per unit of GDP will face more challenges, an expert who declined to be named told the 21st Century Business Herald.

Analysts say with slowing GDP growth, the country’s more developed eastern regions are striving to meet the energy targets by shifting from manufacturing to high-end services industries.

At the same time, the country’s western regions have to face the dilemma of building up their industrial bases while absorbing the accompanying intensive energy consumption.
